WebVA, feature "type rated" added

The feature "type rated" is fully implemented now.
After 10 successfull flights with the same aircraft type, an ACV-pilot is type rated to it.
A type rated pilot can fly this aircraft type always, independent of any activated "rank->aircraft restriction" mode.
